I say "reserved" in the sense of tradition, because this has always been the case for every country page in the list of current heads of state and government. It is best to keep the uniformity of style and not have this page be the single outlier.

Congo and Brazzaville are two proper nouns that are compounded correctly when using a hyphen. The en dash between places is used, for example, when expressing a "to" connection (ex. the Boston–Washington train). Plus, every other country page with joined compound names has them hyphenated (ex. Bosnia-Herzegovina, Congo-Kinshasa, Guinea-Bissau and Timor-Leste).
