Acceptability of incomplete disambiguation non-redirect pages[edit]

Please, point me to the most recent discussion about acceptability of incomplete disambiguation non-redirect pages. I searched a precedent which would allow me to make something like Imaginary (scientific disambiguation), found Victoria (geographical disambiguation) with toolserver, but there is an {{Incompdab}} ambox suggesting that non-redirect incomplete disambiguation are traditionally avoided.
