Utah license plates[edit]

Keep: File:ThirdLegisUtah.png, File:NatlGuardUtah.png: seals are PD, other elements are below TOO.

Maybe: File:HonorHeroUtah.png, File:LawEnforceUtah.png, File:EMTUtah.png if the seals are public domain. I'll do a check later, I don't have the time now.

Delete: everything else as containing above TOO elements that aren't PD.

Most of these number plates either contain hand-drawn logos or logos of non-profit organisations.

File:HonorHeroUtah.png seems to be from [1], which doesn't seem to have a copyright policy, so we assume it's copyrighted

File:LawEnforceUtah.png seems to be from [2], whose ToS reserves all rights.

File:EMTUtah.png seems to be from a government organisation (see Google Images). However, I can't find any information that would prove Utah government seals are automatically public domain.
