Keep. More than 30,000 Google News hits. "Total sales of Kumamon goods rose from 2.5 billion yen in 2011 to 128 billion yen by 2016". "A household name in Japan, the bear seems to have his paws in everything". "Rivalling the success of Hello Kitty or Mickey Mouse in Japan, the black bear has rung up a commercial fortune for his rural birthplace, and become a marketing phenomenon". There are thousands of articles like this in English, let alone Japanese. If you'd like to improve the article, please improve it, but I don't find the current version to be improperly promotional. Keep, meets WP:GNG (and WP:ANYBIO - hang on coola, Kuma is not a person, well if he was he would meet it:)), plenty of international indepth coverage over many years discussing Kumamon eg. BBC - "Meet Japan's Kumamon, the bear who earns billions", Japan Times - "Drive to push Kumamon mascot imagery overseas hits snag in Japan over usage fees", The Guardian - "Kumamon leads Japan's mascot craze, but don't mention Pluto-kun", Asahi Shimbun - "Kumamon plots global takeover to avoid slipping in popularity", South China Morning Post - "Cuddly bear Kumamon becomes a marketing superstar in Japan".
