Merge to sponsorship scandal. His role in the scandal itself is relevant and well-sourced enough to be covered in that context, but that isn't and of itself a reason why he would need a standalone BLP as a separate topic from the scandal. Essentially, this is a WP:BLP1E in its current form, but nothing else here is demonstrating independent notability for other reasons outside of said 1E.
