In Hawkman 4, Kite Man is a legitimate thief. He steals the statue and gets away from Hawkman. If Zantanna were not there, he would have succeeded. Isabella makes the Charlie Brown connection, but Kite Man's status as a joke villain (if that's a thing) comes later.

The work room has three head/torso units that look to be in the process of assembly and two head units that look damaged or incomplete. If those three units are 28-30, then there are five unaccounted for units (10, 12, 18, 24, 26). When the inventor activates the robots, there seem to be two rows of 9, but that could be two rows of 11.
