I could not find where the former quote was actually found in Locke's Second Treatise, so I found the most similar phrasing and exchanged them. That doesn't happen in Republic, he describes five possible types of government. Also I replaced "monarchy" with "republic" (see talk for my discussion) which I felt was closer to what Plato was advocating for and has less of the connotations and denotations that "monarchy" has.
