modern legal issues[edit]

An August 2010 news report on the recent discovery of the Investigator mentioned that the Royal Navy ship was never decommissioned. Does that fact have any modern legal ramifications? Also, a commentator mentioned that the ship's presence in its northern location has a significant bearing on Canada's claims to sovereignty over the region. I'd like to learn exactly what he meant. Is another nation (Russia?) claiming the region?
